I've been meaning to ask: Why do the textures look so much smoother and better out-of-game than they do in-game?

It's particularly due to the small resolution of the 3DS's screen that makes it appear that way.

True. I bet the reason the textures look so stretched and pixellated/blurry is because I'm playing it on a 3DS XL.

I'm pretty sure the game does not employ texture filtering that you'll see applied by default in most 3D software.

After watching closely for the last couple of weeks, I'm fairly certain Random Talking Bush is a wizard of some sort.
