If you don't want to learn how to program, it's pretty much a choice of RPG Maker or MultiMedia Fusion 2/The Games Factory 2.

I use Game Maker...have to learn a little, but it works

Gamemaker Pro. Though, I'm considering Multimedia Fusion in the near future.
