1. This is entirely fine, though in these cases post people just post the sprites with a black background - since the black is made to be part of the sprite, it's somewhat acceptable. But making an outline yourself is usually the best idea.
2. If possible, try and tile view the font - it's much easier, and more complete that way.
3. As long as you give credit to whoever ripped it originally, that's fine, otherwise it'd be suggested you re-rip that effect.
