I would assume the game uses CRIWARE for audio since it has usm files which are a CRIWARE format and because other Star Ocean games that were released around the time The Last Hope Remastered was released used CRIWARE for everything audio/video related.
Shooting a bit blindly here but maybe the .dat files are just files that weren't given a proper extension and defaulted to .dat because the creator of that tool hasn't documented any of formats used? Try using a tool like XSearch to search for headers like @UTF and AFS2 among the files, maybe it'll find something.
