VST's can be a turbo-pain sometimes, the way each DAW handles them is always a bit different and can throw up unexpected results, particularly with older software on newer OS's.
First thing to try is running any standalone versions, if that works the issue is specific to the VST, after that I'd say try running your DAW as an administrator to ensure it's got full access, failing that you can try running it in XP compatibility mode, although in the end that can cause more problems than just the VST not working.
