okay so what exactly classifies as "acting 18"
and in what way does she act younger than 18
also waitwaitwait what

what kind of sense does that make
her creator CREATED her to be 18. Pretty sure that makes her 18, whether she looks like it or not, because she was CREATED to be so.
not to mention that it's definitely not uncommon for people to look younger than they actually are irl (and yes, it's definitely possible for teenagers to look like kids)
just wondering, have you actually watched the show/read the manga?
