It's a bit too simple for it to be worth submitting. You've only used 2 shades per hue, which is rather underdone, since you're not trying anything tricky with the shading and have every colour ever at your disposal. The lines of shading are also a bit flat too.
The lineart is ok - the eyebrows came out especially well - but there just nothing... 'oomph' about it. =/
