It's most likely going to be a straight-up damaging attack; what with Will-o-wisp already existing and useable by a lot of non-legenary mon (No this isn't an anti-legendary slight).

Heh, it's amusing picturing a tiny, happy-go-lucky mon like that being able to char an opponent SO BADLY that not even ashes are left. A Complete Burn.

It's probably going to be like the Bad Poison effect
the opponent gets burned like with Will-O-Wisp, but it takes a ton of damage every turn it's still in play, and the damage increases every turn
or something

Coupled with Burn's attack-decrease effect, that's actually kind of broken. Toxic (and the wider availablity of moves/mon that poison) was the only real advantage over Burn as a status effect.
It was pretty even in previous Gens where Burn was harder to inflict compared to other status effects (adide from Freeze, obvs.); but with the introduction of W-o-W, every anti-physical and their mother wanted some.
You have to wonder why there aren't more fire types in metagame since they're naturally immune to Burn. Oh wait, it's because they suck in almost every other area; never mind.
